Bihar Polls Near: ECI Directs Officer Transfers, Rahul Gandhi Unveils ‘Most Backward Justice Manifesto’

With the Bihar Assembly elections approaching, the Election Commission of India (ECI) has ordered all government officer transfers and postings to be completed by October 6. This standard protocol aims to ensure a fair and impartial election environment prior to the formal announcement of the poll schedule.

According to India TV sources, after the transfer process concludes, the Chief Election Commissioner (CEC) is expected to visit Bihar to assess the state’s readiness, likely paving the way for an official declaration of election dates. Once announced, the Model Code of Conduct (MCC) will come into immediate effect, restricting transfers, postings, and new government schemes.

In the political arena, Congress leader Rahul Gandhi on Thursday released the ‘Most Backward Justice Manifesto’, aimed at empowering backward, Dalit, tribal, and minority communities. In a post on X (formerly Twitter), Gandhi accused the BJP of spreading “lies and diversionary conspiracies,” while reaffirming Congress’s commitment to justice, equality, and dignity for marginalized groups.

“Education is the greatest means of progress for backward communities. Our manifesto ensures reservations in private colleges and universities, half of reserved seats in private schools for SC/ST/OBC/EBC children, and an end to discriminatory practices like ‘Not Found Suitable’ in appointments,” Gandhi wrote.

Congress MP Priyanka Gandhi Vadra added that the INDIA bloc has released a 10-point resolution for the Extremely Backward Class (EBC), promising:

A new law against atrocities on the EBC community

Higher reservation in local bodies

Targeted benefits in housing, education, and government contracts

At the ‘Ati Pichhda Nyay Sankalp’ event in Patna, Rahul Gandhi assured voters that all manifesto commitments would be implemented if the INDIA bloc forms the next government in Bihar, emphasizing the alliance’s pledge for social justice, equitable development, and increased participation of backward communities.
