In a significant bureaucratic reshuffle, the Maharashtra government led by Deputy Chief Minister Devendra Fadnavis has transferred several senior IAS officers across key departments. The shake-up, announced on Tuesday (January 29), comes ahead of the crucial state budget session scheduled to begin on March 3.
Key Transfers and Appointments
- Dinesh Waghmare has been appointed as the State Chief Election Commissioner. Waghmare, a senior bureaucrat from the 1994 IAS batch, voluntarily retired from his previous post as Additional Chief Secretary of Medical Education and Drugs before taking charge of the state election body. His appointment fills the position that had remained vacant since the retirement of UPS Madan on September 4 last year.
- Dheeraj Kumar has been named the new Secretary of Medical Education and Drugs, replacing Waghmare.
- Shaila A, previously Secretary of Financial Reforms in the Finance Department, has been moved to the role of Secretary of Treasury and Accounts.
- Richa Bangla, formerly Secretary of Treasury and Accounts, has been appointed as Secretary of Financial Reforms in the Finance Department. These financial sector appointments are critical as Deputy CM and Finance Minister Ajit Pawar prepares to present the 2025-26 budget in the upcoming state legislature session.
- Manish Verma, Managing Director of the Maharashtra State Finance Corporation, has been promoted to Additional Chief Secretary of Skill Development and Entrepreneurship, with the post being upgraded to ACS rank.
- Ganesh Patil, the current Secretary of Skill Development and Entrepreneurship, has been transferred as the Secretary of the Soil and Water Conservation Department.
- Mahesh Awhad, who previously served as Managing Director of Haffkine Bio-Pharmaceutical Corporation, has been appointed as the Chief Executive Officer of the Maharashtra Medical Goods Procurement Authority.
- Krishnakant Kanwaria has been appointed as the Assistant Collector of Shahada sub-division, Nandurbar.
- Suhas Gade has been named as the Chief Executive Officer of the Gadchiroli Zilla Parishad.
Significance of the Reshuffle
The large-scale transfers come at a crucial time for the Maharashtra government as Ajit Pawar has already begun pre-budget consultations with various departments. The reshuffle is seen as an effort to streamline administrative functioning before the budget session, which will be pivotal for the state’s economic policies and welfare initiatives.
Moreover, the appointment of Dinesh Waghmare as State Chief Election Commissioner comes at a time when Maharashtra is gearing up for upcoming local body elections and the 2024 Lok Sabha elections, making the role particularly significant.
With these changes, the Fadnavis government is aiming to strengthen governance and improve efficiency in key departments, particularly finance, medical education, and skill development. However, the political impact of these transfers remains to be seen, especially in light of the ongoing power dynamics within the ruling MahaYuti alliance.
